## Summary
We achieved several of our Priorities for T3 2025:
Draft an EIP ref encrypted mempools on Ethereum L1
Stabilize the Keyper Sets
Refactor communities
And we took significant steps towards achieving others:
Stable encrypted mempools on Gnosis Chain
POC with Primev or Commit-Boost of encrypted mempools on Ethereum L1
Integrate Shutter API into dApps (time based decryption triggers, sealed bid auctions)
Priorities for T3 2025
Technology -
Stable encrypted mempools on Gnosis Chain,
POC with Primev or Commit-Boost of encrypted mempools on Ethereum L1,
Draft an EIP ref encrypted mempools on Ethereum L1,
Integrate Shutter API into dApps.
Business -
Stabilize the Keyper Sets, Collect feedback on the EIP ref encrypted mempools on Ethereum L1; Identify future integrations of Shutter API into dApps.
MarComs -
Refactor communities, Build support for encrypted mempools on Ethereum L1, Experiment with SHU marketing.
Team
FTEs - 0.3 CEO, 0.5 Admin, 1.5 Business, 1 MarComs, 3.75 Developers.
Keypers
Keyper Sets - Gnosis Keypers: 7 Keypers online / 5 active (Threshold 4/7). API Keypers: 9 Keypers online & active (6 external + 3 internal) (Threshold 5/11).
Packages - Releases new packages for Gnosis Keypers (Docker, DAppNode) including the following upgrades: upgrade to rolling-shutter v1.3.12, fix resource leaks on shutdown, fix metrics generation from DB, add DB migration logic, add backup and restore scripts.
Keyper Compensation Program - Tracked Keyper uptime and communications. Worked with all Keypers to update software and improve performance.
Encrypted Mempools
Ethereum Mainnet (POC) - Finalized sequencer and Keyper logic and prepared a PR into Primev’s repo for the bidder node update.
Ethereum Mainnet (EIPs) - Draft encrypted mempool EIP ready to share with partners.
Gnosis Chain: We’re preparing testing/benchmarking for an imminent release of Erigon v3.1 which includes Shutter support on Gnosis Chain. Early testing indicates that this has the potential to resolve the P2P communications issues we’ve seen in the past.
Shutter API
Event-based Decryption Triggers: Finalized the event-based decryption trigger functionality. Preparing first demo use cases and supporting external partners such as Kleros to use this feature.
Permanent Shielded Voting for Snapshot: Connected our El-Gamal Shutterized shielded voting prototype to the Snapshot UI, further work needed to package/publish this PoC.
Kleros - Continuing to support Kleros in integrating Shutter API into Kleros V2. They released a beta version of the Shutter integration, with a full release scheduled for the end of October.
Cryptography Research
Research grant - Continued work on the government research grant application together with TU Darmstadt and PolyCrypt.
Partner / Developer Support
Encrypted Mempools on Ethereum L1 - Continued researching people involved in the EIP process and decision-making - esp core devs and transaction supply chain actors.
State of Private Voting Report - Initiated collaboration with PSE on a comprehensive report that will cover the current landscape of private voting technologies and applications, alongside interviews with DAOs to capture community perspectives on privacy and governance.

Requests
Private voting: If you’re connected to a DAO or governance framework and interested in implementing permanent, threshold-homomorphic private voting, please reach out.
Sealed-Bid Auctions: If you have something you would like to auction off in a sealed-bid auction, please message us. We’d love you to host the auction on Paddle Battle.
Event Based Decryption: If you have a commercially viable use case for event based decryption, please let us know.
