Summary
We announced two major upgrades to Shutter encryption-as-a-service:
- Permanent Shielded Voting on Snapshot
- Event-based Decryption Triggers
We also see growing support for including encrypted mempools in a future Ethereum Mainnet hardfork:
- We are nearing completion of our Primev POC
- We are receiving valuable feedback on our Draft EIP from leading core developers.
Priorities for T3 2025
Technology -
Stable encrypted mempools on Gnosis Chain,
POC with Primev or Commit-Boost of encrypted mempools on Ethereum L1,
Draft an EIP ref encrypted mempools on Ethereum L1,
Integrate Shutter API into dApps.
Business -
Stabilize the Keyper Sets,
Collect feedback on the EIP ref encrypted mempools on Ethereum L1; Identify future integrations of Shutter API into dApps.

Refactor communities, Build support for encrypted mempools on Ethereum L1,
Experiment with SHU marketing.

Keypers
Keyper Sets - Gnosis Keypers: 7 Keypers online / 5 active (Threshold 4/7). API Keypers: 11 Keypers online / 10 active (8 external + 3 internal) (Threshold 5/11).
Packages - Released new packages for Gnosis Keypers (Docker, DAppNode) including the following upgrades: enabling aggregate validator registrations through asset configuration, now possible since all Gnosis Keypers are on the latest release.
Keyper Compensation Program - Tracked Keyper uptime and communications. Worked with all Keypers to update software and improve performance.
Encrypted Mempools
Ethereum Mainnet (POC) - Created the PR for the provider API updates and aligned with Primev on a roadmap towards testnet (November) and mainnet (December) deployments.
Ethereum Mainnet (EIPs) - Shared encrypted mempool EIP draft with partners, received feedback and iterated the design, ready to share with a larger group.
Gnosis Chain: Testing Erigon v3.1 which includes Shutter support on Gnosis Chain.
Shutter API
Event-based Decryption Triggers: Announced event-based decryption trigger functionality. Preparing first demo use cases and supporting external partners such as Kleros to use this feature.
Permanent Shielded Voting for Snapshot: Released the El-Gamal Shutterized private voting prototype on a forked Snapshot UI.
Kleros - Continuing to support Kleros in integrating Shutter API into Kleros V2. They released a beta version of the Shutter integration, with a full release scheduled for mid November.
Cryptography Research
Research Grant - Continued work on the government research grant application together with TU Darmstadt and PolyCrypt.
Research Post - Released an analysis into Keyper performance and stability for the encrypted mempool for OPStack.
Partner / Developer Support
Keyper Compensation Program - Provided observations/recommendations for Keyper performance in September 2025.
Encrypted Mempools on Ethereum L1 - Continued researching people involved in the EIP process and decision-making - esp core devs and transaction supply chain actors.
State of Private Voting Report - Continued collaboration with PSE on a comprehensive report that will cover the current landscape of private voting technologies and applications.
Octant v2 - Supported Octant in proposing a treasury optimization and community growth program.
sDAI to sUSDS - Supported community members in preparing a proposal to improve treasury optimization by upgrading sDAI to sUSDS.
Sponsorship of Governance Day - Supported SEEDGov in proposing a sponsorship package for Governance Day ARG on Nov 15-16 in Buenos Aires.

Website - Created a new page focusing on Shutter DAO 0x36, SHU token, and governance participation.
