Summary

We completed all Shutter/Primev deliverables for the Primev encrypted-mempool PoC, marking a major milestone for our Ethereum L1 work.

This progress came despite a temporary slowdown caused by an issue in the cryptography/keyper client, which required immediate attention from several team members.

We are now shifting our focus toward supporting Primev and other builders with integration, onboarding, and release preparation for upcoming testnet and mainnet deployments, as well as increasing our focus on publishing our enshrined encrypted mempool EIP for Ethereum.

Priorities for T3 2025

Team

FTEs – 0.5 CEO, 0.5 Admin, 1.25 Business, 1 MarComs, 3.5 Developers.

Keypers

Keyper Sets – • Gnosis Keypers: 7 online / 7 active (Threshold 4/7). • API Keypers: 11 online / 5 active (6 external + 5 internal) (Threshold 3/5).

Keyper Releases – Published Keyper releases v1.3.13, v1.3.14, v1.3.15 including upgrades: fixed Shuttermint block processing, improved DKG metrics, enabled Keypers to update Shuttermint keys. Released corresponding packages under the Keyper deployment repository and the DAppNode repositories for Shutter API and Gnosis.

Keyper Compensation Program – Tracked Keyper uptime and communications; worked with all Keypers to update software and improve performance.

Encrypted Mempools

Ethereum Mainnet (PoC) – Finalized all Shutter and Primev deliverables. Supporting builders (BTCS already agreed to implement) with integration, documentation, announcement, and a demo DEX.

Ethereum Mainnet (EIPs) – Shared the encrypted-mempool EIP draft with partners, received feedback, iterated on the design, and are preparing to share with a larger group.

Gnosis Chain – Testing Erigon v3.1, which includes Shutter support on Gnosis Chain.

Shutter API

Event-based Decryption Triggers – Implementing event-based decryption triggers into the keyper main branch. Preparing demo use cases and supporting external partners such as Kleros.

Kleros – Continued support for integrating Shutter API into Kleros V2. They released a beta version, with a full release scheduled for December.

Security / debugging – An issue in the cryptography/keyper client caused partial downtime for parts of the API pipeline. Multiple developers were redirected to diagnose and patch the problem, temporarily slowing feature work. The issue is now fully resolved, and additional monitoring and test coverage have been added.

Cryptography Research

Research Grant – Continued work on the government research grant application together with TU Darmstadt and PolyCrypt.

Research Post – Prepared an ETHResearch post on our encrypted-mempool architecture for MEV-Commit.

Partner / Developer Support

Keyper Compensation Program – Provided observations and recommendations for Keyper performance in November 2025.

Encrypted Mempools on Ethereum L1 – Continued researching stakeholders in the EIP process and transaction-supply-chain ecosystem.

Octant v2 – Supported Octant in implementing the treasury optimization and community growth program approved earlier.

sDAI to sUSDS – Supported community members in preparing a proposal to improve treasury optimization by upgrading sDAI to sUSDS.

MarComs

State of Private Voting Report – Together with PSE, published: State of Private Voting 2026.

Presentations – Loring co-hosted 4 sessions at Devconnect: 3 with John from PSE on the State of Private Voting 2026, and 1 with James from Octant on DAOs and growth.

Activation – The Privacy Hub at Devconnect hosted “Privacy Auction” – a sealed-bid auction on Paddle Battle demonstrating commit-reveal encryption.

Would it be possible for the future to add an estimate of remaining runway assuming the grants continue? In general the monthly grant amount seems really high to me considering 6.75 FTEs. I understand there’s admin overhead etc., but it seems rather extreme.
