Summary
In August 2026, brainbot focused on pathways to generating revenue for Shutter DAO 0x36. We focused on bringing core projects (encrypted mempools and permanent private + verifiable voting) to market. We also conducted research and began building a number of new projects, focusing on InfoFi and agentic governance. We also supported several Shutter DAO 0x36 programs focused on revenue: Melee 3, Foresight Grants (Kleros), Impact Pilot Program (Axia).
Priorities for T2 2026
Encrypted Mempool Priorities
Improve EIP Design (key withholding, optimized execution, etc.)
Draft execution and consensus specs
Launch and grow an “Encrypt The Mempool!” coalition
Launch out-of-protocol EM with Primev + builders (see note below)
Explore encrypting DEXs
Drafting execution and consensus specs were delayed due to EF desire to focus on enshrined PQ threshold encryption schemes. Out of protocol EM was blocked by Primev resource constraints. Exploring encrypting DEXs took us in new directions - private prediction markets, pari-mutuel markets, etc.
Private Voting Priorities
Munich real-world private voting project finished
At least one additional real-world private voting project secured
Snapshot Permanent Private Voting Alpha released and communicated
Release a shared agents blog post and PoC
Real-world private voting pipeline is healthy and the process for securing additional programs is now in place. Snapshot Permanent Private Voting Alpha is waiting on Snapshot to integrate before it can go live.
Misc Priorities
Release decrypted Ethereum Time Capsule entries
Propose a blueprint for a Shutter PEN
Grow Shutter Champions (ecosystem growth program)
Shutter Champions: Melee 3 ended early, after only one slate was proposed by Delegates and Keypers.

Team
FTEs - 6.22 FTEs - 0.2 CEO, 0.67 Admin, 1.25 Business, 0.7 MarComs, 3.4 Developers.
Keypers
Keyper Sets - Gnosis: 6 online / 6 active (threshold 4/7). Time Capsule API: 11 online / 11 active (threshold 5/11). Production API: 5 online / 5 active (threshold 3/5).
Keyper Operations - Monitored uptime, synchronization, and RPC connectivity. Followed up with offline Keypers. Created records for Keyper Compensation Program.
Keyper DKG on Gnosis - Continued the DKG rewrite so it runs on Gnosis instead of Shuttermint (EPIC 701). Agreed on a three-stage rollout for DKG on Gnosis: internal testing, external staging, then a move to production decision. Parked Shuttermint work under EPIC 726.
Shutter API - Serialized transaction submission through a nonce lock, added signer-balance metrics, and introduced per-key rate-limit tiers. EPIC 127 is close to completion and pending deployment.
Encrypted Transaction Ordering
Ethereum Mainnet - Worked with EF, LUCID and other teams on two encrypted mempool designs: LUCID and enshrined PQ threshold encryption, including:
-
Proposed an improvement to LUCID (key publisher whitelist) and identified attack vectors / mitigation strategies.
-
Built an agent-native canonical knowledge base and graph for post-quantum threshold encryption for encrypted mempools with 178 nodes, 566 typed edges, 27 source PDFs. Designed to put all the relevant research in this regard in one place and to encourage researchers to solve the remaining blockers.
Gnosis Chain - Discussed with Gnosis, Nethermind and Erigon the impact of GIP-153 on encrypted mempools on Gnosis Chain, and possible roles for Shutter in EEZ.
Out of Protocol - Out of protocol encrypted mempool blocked by Primev resource constraints.
Private Voting & Governance
Private Voting - Munich Project - The prototype election is scheduled for 14th September. Communication and announcement efforts underway and we’re working on some final touches in regards to UX, overall robustness and decentralization of the keypers.
Private Voting - Snapshot Permanent Private Voting - Waiting for Snapshot’s review and implementation of our PR to Snapshot’s repo.
Shutter Governance SDK - Close to release of our SDK of the Governance-specific aspects of Shutter. Increased outreach to potential integrators such as real world digital voting frameworks, municipalities, associations.
Shutter API
Cobalt.Cash - Provided testnet support for their primate mining currency on Robinhood Chain.
New Projects
EIP Campaigns - Launched EIP Campaigns - a simple and (lightly) gamified way for Ethereum users and orgs to credibly signal support EIPs in specific hardforks, and to fund our core devs.
Shared Agents - Developed a new open source shared agents framework, ported our shared agents launcher and ephemeral shared agents on to it. Planned release early September.
Private Prediction Market - Continued developing a ZK-powered private prediction market POC. Release scheduled for September.
Pari-Mutuel Markets - Researched applications of pari-mutuel markets for predictions and hedging, and how to solve the time-drift problem.
Dominant Assurance Contracts - Researched the use of sealed bid uniform price auctions to create markets for failure refund underwriters.
Partner / Developer Support
“Encrypt The Mempool!” Coalition
-
Railgun and Eureka Governance join the coalition
-
Eureka Governance continues to volunteer to help to manage the coalition X account and create content
-
Continued hosting a bi-weekly working group to focus on non-technical aspects of getting an encrypted mempool EIP included in the I* Hardfork.
Migration to a New Governance Platform - Facilitated 2 offchain votes to determine a platform, defined parameters, prepared for migration.
Retroactive Grant to blockful - Facilitated an offchain vote to determine an amount to submit for an onchain vote.
Shutter Champions - Facilitated the “buy and hold SHU” and funding slate proposal phases of Shutter Champions: Melee 3.
Shutter PEN - Identified issues with the initial deployment of Shutter PEN. Supported community members to re-deploy Shutter PEN and related spaces. Grew Shutter PEN to 100 SEATs.
Delegate Support - Provided feedback on draft posts and proposals, including: Foresight Grants, Impact Pilot Program, and Keyper Compensation Program Payout and Renewal.
