A 12 week pilot to reward delegates for measurable ecosystem impact across Governance Participation, Idea Origination, and Business Development / Shutter Integrations.

Slate Description

Shutter is open-source cryptographic infrastructure for fairer blockchain systems. Its threshold encryption protocol helps protect users from malicious MEV, vote manipulation, and information asymmetry by keeping sensitive information encrypted until it’s ready to be revealed.

This mission is especially important as Shutter advances encrypted mempool work through EIP-8184 / LUCID. But for Shutter to succeed as a public good, the ecosystem needs more than technical development. It needs active delegates who help governance function, generate useful ideas, and create paths for advancing Shutter’s adoption.

This slate proposes the Shutter Delegate Impact Pilot + AI Agent Bounty:

SHUTTER DELEGATE IMPACT PROGRAM

A pilot program to reward existing Shutter delegates with a prior history of participation for measurable impact across three pillars:

1.Governance Participation

• Focus: Voting and posting rationale.

2. Idea Origination

• Focus: New proposals and ideas posted on forum.

3. Business Development / Integrations

• Focus: Ecosystems introductions and adoption pathways for Shutter’s tech.

If selected, the final reward mechanics will be designed to be simple, objective, and based on verifiable outputs. The goal is to minimize subjective judgment while rewarding delegates who help move Shutter Network forward.

POIDH AI AGENT BOUNTIES

This slate also funds POIDH bounties to build AI agents that help delegates create ecosystem impact. These bounties should support working prototypes, open-source outputs, and tools that help expand Shutter’s use across relevant dApps.

Proposed bounty themes include:

1. LUCID Monitor Agent

Tracks EIP-8184 / LUCID updates and produces short action briefs.

2. Public Goods Narrative Agent

Turns Shutter’s public-goods work into actionable ecosystem updates.

3. Scout Agent

Identifies dApps where Shutter’s encryption features could be useful.

Note

Axia Network is the slate author and sponsor. Axia will not receive funds from this slate. The intended outcome is public infrastructure, stronger delegate participation, and more integration opportunities for the Shutter ecosystem.

Future iterations may expand the program to scout and onboard new delegates.

I would like to see more details regarding the Shutter Delegate Program, including:

  • Defining eligible delegates based on objective criteria

  • How you plan to distribute the incentive pool - how much for participation, idea origination, business development / integrations

  • Who will administer the program

Hi @Loring-Exocortex — thanks, these are fair questions and I agree the mechanics should be clearer before the pilot starts.

After thinking about it, I think the cleanest structure would be for brainbot to act as the program administrator.

In other DAOs, I’ve seen incentive programs get messy when a delegate is also responsible for administering the program and/or making subjective reward decisions. Since brainbot is a more neutral party, already funded by the DAO, and closer to Shutter’s current priorities, I think they are better positioned to define what types of impact work should be incentivized.

If this slate were chosen, my suggestion would be:

  • brainbot designs and publishes a rubric before the pilot starts
  • rewards are distributed based on public, verifiable outputs
  • edge cases are handled transparently rather than through discretionary judgment

On eligibility, I’m leaning toward keeping the program open rather than limiting it only to delegates with prior participation. Governance participation has been low, so if part of the goal is helping the DAO reach quorum, then broad eligibility is useful.

For that same reason, I’d put governance participation in the lowest reward tier. Voting and rationale help the DAO function and reach quorum, but they should not consume most of the pool. Higher-value work like idea origination and especially BD / integration opportunities should have a higher ceiling.

A rough tiering could be:

  1. Governance Participation — lowest tier; voting, rationale, quorum support
  2. Idea Origination — middle tier; useful forum posts, proposals, governance/process improvements
  3. BD / Integrations — highest tier; qualified ecosystem introductions, concrete integration paths, adoption opportunities

For governance participation specifically, I think rewards should be tiered by voting power, since the practical goal is to help the DAO reach quorum. If the program motivates more economically aligned SHU holders to participate — including new participants who acquire SHU and vote — that would be a positive outcome for this pilot.

The important thing is that should this slate be selected, the rubric is published before the pilot begins, that it is simple enough to verify, and that it is designed so basic participation is rewarded modestly while higher-impact work receives the larger upside.
