Slate Title : Governance Participation & Accountability

Slate Summary

Provide a modest SHU-denominated distribution to active governance participants to strengthen governance continuity, Security Council readiness, and SHU-aligned participation during and after Melee 2.

Slate Description

This slate proposes distributing $4500 worth of SHU among active governance participants who currently contribute to Shutter DAO 0x36 through delegation, governance participation, Security Council responsibilities, proposal review, and governance operations.

Rather than rewarding past work, the objective is to strengthen future governance participation during and following Melee 2. The recipients already possess governance context, institutional knowledge, and operational experience that can help maintain governance continuity while supporting new SHU holders entering the ecosystem.

Funding is intentionally modest to preserve the majority of the Melee 2 budget for other ecosystem initiatives while reinforcing the governance infrastructure that enables those initiatives to succeed.

Recipient Selection

Recipients were selected based on their active role in supporting Shutter DAO 0x36 governance through one or more of the following:

  • Delegate participation

  • Security Council service

  • Proposal creation and review

  • Governance discussions

  • Governance operations

  • Support for governance continuity

The allocation is distributed equally across all recipients to recognize their complementary roles in maintaining an active and secure governance process.

Expected Outcomes

Recipients are encouraged to support Shutter governance throughout the Melee 2 period and the following months by:

  • Participating in governance votes;

  • Reviewing and discussing proposals;

  • Helping new governance participants;

  • Supporting governance security;

  • Remaining available for Security Council or governance responsibilities where applicable;

  • Holding, delegating, or otherwise using SHU for governance participation.

These are future-oriented expectations rather than contractual milestones.

Success Metrics

Success may be evaluated through:

  • Continued voting participation with public rationale;

  • Forum discussions and proposal reviews;

  • Security Council readiness where applicable;

  • SHU delegation or governance participation following distribution;

Thank you for proposing this Melee 2 Slate.

I agree greater delegate participation would be highly impactful.

A few comments:

  • @Rika_AxiaNetwork proposed a similar slate. You may consider joining forces.

  • I recommend defining eligible delegates based on objective criteria. One possibility: any delegate with 2M+ SHU voting power + 80% vote / comment record. Many of the delegates on your list are inactive or have no voting power. Objective criteria encourage new delegates to join.

  • I recommend rewarding impact (not participation). Payments could be triggered upon SD 0x36 reaching milestones. Two possibilities: 1) $X in protocol generated revenue, or 2) SHU token price above $X for 60 consecutive days (without SD 0x36 swapping treasury assets for SHU).

  • I recommend distributing the incentive pool in 2 tiers: 1) 30% based on meeting the eligibility requirements (2M+ SHU voting power + 80% vote / comment record), and 2) 70% for actions which directly create impact (sourcing a business deal which results in revenue, creating a proposal which results in higher SHU price, etc).

And a few questions:

  • What time period? Your slate states: “throughout the Melee 2 period and the following months”. Melee 2 will end on 17 July 2026. When should delegate participation be evaluated? When should payments be made?

  • Who will administer the program - DAOplomats, brainbot or someone else?
