Description of Contribution
Axia Network proposes to design and run a small number of structured Proposal Clinics to help Shutter DAO contributors develop stronger, context-aware proposals grounded in real problems and tied to clear, high-signal outcomes.
A common challenge in DAO ecosystems is that contributors move too quickly from ideas to solutions without sufficient research, stakeholder input, or alignment with the protocol’s priorities. This often results in proposals that are difficult to assess, weakly scoped, or disconnected from the ecosystem’s highest-value needs.
Proposal Clinics would be lightweight, facilitated sessions where contributors bring early-stage ideas and receive targeted input from delegates, builders, domain experts, and other relevant stakeholders. The purpose is not to decide which proposals should pass, but to improve their quality before they reach SHU voters and delegates.
Each session will focus on:
- clarifying the problem being solved and why it matters
- improving alignment with Shutter’s product and ecosystem priorities
- strengthening execution design, expected outcomes, and success criteria
This pilot is intentionally limited in scope and duration. It is designed as a practical upstream support layer for proposal formation, not as a replacement for governance decision-making or existing evaluation frameworks.
Key Milestones
Week 1–2 — Scoping & Setup

- identify and invite relevant stakeholders for each session
Week 3–4 — Proposal Clinics Execution
- run 2–3 Proposal Clinics with contributors and stakeholders
- facilitate structured discussions to refine early-stage ideas
Week 5 — Iteration Support
- support contributors in incorporating feedback into their proposals
- provide light follow-up where needed to improve readiness
Week 6 — Synthesis Output
- publish a short synthesis capturing:
- common proposal gaps
- effective patterns for early-stage alignment
- recommendations for future rounds
Impact on the Shutter Ecosystem
This contribution improves the foundation of future funding rounds by strengthening how proposals are shaped before they reach governance.
Expected outcomes include:
- proposals that are better grounded in Shutter’s context and needs
- reduced information asymmetry between contributors and stakeholders
- clearer articulation of outcomes and impact
- more effective collaboration between proposers and those with domain expertise
Impact will be measured by:
- 2–3 Proposal Clinics completed
- 5–10 contributors/stakeholders engaged
- 2+ proposals improved before formal submission
- 1 synthesis memo published
- at least 1 proposal shaped through the clinic is submitted into a future Shutter Champions round

This is a lightweight pilot designed to complement existing efforts within Shutter. This initiative focuses specifically on improving how proposals are formed upstream.
It is intended to complement initiatives like those proposed by SEEDGov. While SeedGov is focused on how governance contributions can be structured, surfaced, and recognized over time, Proposal Clinics focus on a narrower upstream problem: helping contributors turn early-stage ideas into stronger, more context-aware, governance-ready proposals before they enter formal review.
The role here is not to define the contribution framework or evaluate contributors, but to improve proposal quality by supporting clearer problem definition, earlier stakeholder input, and stronger alignment with Shutter’s needs.
This format is intended to evolve based on learnings from this round to support future Shutter Champions cycles.
