Description of Contribution
Design and implement a Governance Contributions Pilot (Name TBD) with the purpose of surfacing and rewarding meaningful contributions to Shutter governance. A comprehensive research of the governance system research alongside community input will be necessary in order to steer the design choices such as contributions themselves, cost structure, retroactivity vs proactivity, tooling and program management, among others.
The work shall leverage not only the state of the art and previous efforts made by Shutter on this end but also ongoing trends, experimentation appetite and governance data. To that end, we acknowledge the variance among protocols upon this matter and the ad hoc needs and perspectives that delegates might have.
Key Milestones (weekly)
- T+0 - Kick off (Scoping, aligment and prepwork). Output: Project Plan.
- T+2 - Research iteration + stakeholder outreach. Output: N/A
- T+4 - Sensemaking session. Output: Early finding post (Research + Session)
- T+6 - Formal RFC (w/ required adaptations). Output: RFC Draft
- T+7 - Proposal Voting. Output: GCP Voting (result up to governance vote)
Impact on Shutter Ecosystem
This initative shall set a new baseline for Shutter delegates regarding their activity and role, with the aims of having a further secure and active governance. On a very basic level the scenario depicted in the Delegation Drive post opens the door to initiatives that help funnel voting power into proposals, enhancing security, legitimacy and also awareness. On this last item, we consider that the crossroad between governance and privacy is definitely a Shutter moat, with the latter becoming more relevant with time.
On top of that, looking into other sort of contributions based off ecosystem reputation or Keyper activity is certainly worth exploring and should also be a goal of this initiative.

Justification of Amount: The budget reflects hourly rates for a 2 people team over 7 weeks dedicated to the research, compiling and synthetizing of data, coordinating stakeholders and translating findings into actual deliverables while stewarding the proposal through the governance process if required.
