INTRO
Two weeks ago, brainbot proposed an opensource blueprint for a Shutter PEN:

a perpetual endowment network with the mission to fund projects aligned with The Ethereum Cypherpunk Manifesto for decades or even centuries

an independent yet integral part of the Shutter Network, complementing Shutter DAO 0x36 and other existing organizations.
This slate would kickstart Shutter PEN in 2 meaningful ways:
BOUNTIES FOR DEPLOYMENT AND A FRONTEND
At the time of writing, no one has deployed a Shutter PEN. The task is simple, but it requires specific skills. Anyone with experience in deployments and smart contracts can deploy a Shutter PEN in 20 minutes and at a cost of approx $20 (depending on gas).
Once deployed, anyone will be able to purchase/refund SEATs and view PEN data via Etherscan. However, a frontend would dramatically improve the UX and accessibility.
Bounties incentivize deployment and creation of a frontend.
Hosting the bounties on POIDH would add extra steps, but would also ensure greater visibility.
SEED FUNDING
All PENs must overcome a “cold start” problem:
People buy SEATs because they wish to vote on how to distribute funds in quarterly funding rounds. However, without donations or assets earning interest, there are no funds to distribute.
Providing seed funding would kickstart SEAT purchases by ensuring that initial SEAT holders have meaningful funds to distribute in the initial three funding rounds.
