Proposal

  • Authorize Luna PR to continue executing Shutter Network’s Public Relations strategy with a focus on media placements, narrative development, and industry authority building. The requested budget is USD $36,000 / quarter (paid monthly in $12k increments) to cover an initial 6-month engagement exclusively for PR services.
  • This proposal will allow Luna PR to continue its successful campaign to raise the profile of Shutter Network over the next six months, with the aim of matching or surpassing the results outlined below.

Background

  • Luna PR has worked closely with the brainbot team and Shutter Network since late 2024, delivering measurable results in public relations, including:
  • Securing tier-1 media coverage in CoinDesk, The Block, and The Defiant
  • Increasing traction of Shutter Network in the media. Most recently with the Ethereum time capsule news for which Luna PR secured 34 pieces of media coverage as well as interviews with tier 1 media, and the earlier news on Shutter’s proposal to bring encrypted mempools to BNB Chain, which secured 4 pieces of media coverage, these totalled 84.85 million Unique Visitors per Month (UVM) and 5.6 million UVM respectively - hugely boosting Shutter’s profile across media.

Reason for Proposal

  • Addressing the education gap - there’s still limited understanding of encrypted mempools. Without consistent education through podcasts, media, and expert commentary, misconceptions will persist - and the solution risks being overshadowed by louder MEV narratives.
  • Go-To Source for Journalists - Luna PR has made strong progress building media relationships. Our goal is to establish Shutter as the go-to source for journalists covering MEV, fairness, and Ethereum infrastructure - ensuring our solutions are consistently featured in the conversation.
  • Protocol Prioritization - While the developer community has shown interest, encrypted mempools aren’t yet a top priority. Through sustained messaging, we aim to elevate their urgency and ensure they stay on the radar of Ethereum core developers and ecosystem leaders.

For this Proposal we will

  • Continue to position Shutter as a category-defining voice on malicious MEV protection and threshold encryption
  • Raise awareness of encrypted mempools as one of the key solution for addressing malicious MEV
  • Support key launches with high-impact press releases and commentary

Note: This proposal focuses on PR, ensuring we can continue the narrative clarity we have established for Shutter following our six-month engagement.

Scope of Work

Luna PR will focus on the following PR deliverables:

Strategic Messaging

  • Continue to reinforce Shutter’s leadership in malicious MEV protection and privacy-first infrastructure, building on more than six months of experience working on the project and using our comprehensive messaging framework to secure the strongest opportunities for Shutter.

Press Releases

  • Draft, pitch, and distribute up to six press releases per quarter tied to major milestones or integrations

Media Relations

  • Continue to secure at least six high-quality placements per quarter (e.g. interviews, feature stories, podcasts) in tier-1 crypto and infrastructure outlets

Thought Leadership

  • Continue to position Shutter contributors (e.g. Loring, Luis) as go-to voices for commentary during DeFi volatility and exploit events

Campaign Support

  • PR-only support for major activations such as protocol integrations

Budget Request

  • $36,000 USD total for August - October 2025
    • $12,000/month
  • $36,000 USD total for November 2025 - January 2026
    • $12,000/month
  • Paid monthly via stablecoin or equivalent ETH
  • Funds to be routed to Luna PR’s preferred wallet (to be shared post-approval)

Quarterly Performance Benchmarks

  • Minimum 6 secured media placements
  • Up to 6 press releases drafted and pitched
  • Monthly strategy check-ins
  • Real-time coverage tracking
  • End-of-quarter impact report

Process

  1. DAO approves this proposal and transfers monthly fee to Luna PR

  2. Luna PR continues execution of the PR roadmap with monthly check-ins

  3. At the end of Q3, DAO reviews performance and decides on Q4 continuation
