Proposal: Selection of Contributor for Developing the Keyper Incentive Mechanism and (delegated) Staking

Simple Summary and Motivation

This proposal seeks to select a technical contributor to develop the Keyper Incentive Mechanism and (delegated) Staking for Shutter DAO 0x36, based on the responses to the recent Request for Proposals (RfP). Additionally, this proposal seeks to approve an adjusted budget to accommodate the budget requests from the contributors.

Objectives and Background

Objectives

  1. Select a Contributor: Choose one of the responding contributors to develop the Keyper Incentive Mechanism and Staking.
  2. Adjust Budget: Approve an adjusted budget to accommodate the higher budget requests.

Background

Following the positive reception of the proposal for developing a Keyper Incentive Mechanism and (delegated) Staking, and its subsequent approval on Snapshot on March 10, a Request for Proposal (RfP) was issued on March 14. Several contributors have submitted their bids by the set deadline of May 10. Each contributor provided a detailed scope of work, approach, references, and associated budget requests (including disbursement schedules). The budget requests differ from the originally allocated budget. The details of the submitted bids are as follows (contributors in chronological order):

  • Blockdudes - 70,000 SHU + 35,000 USDC

  • Blockful - 50,000 SHU + 35,000 USDC

  • General Magic

    • Option A - 50,000 SHU + 35,000 USDC OR
    • Option B (extended scope) - 100,000 SHU + 50,000 USDC
  • SDLC Corp - 28,350 $ (resp. USDC)

  • Subvisual - 60,000 SHU + 57,600 USDC

Given the higher budget requests, the Shutter DAO 0x36 will need to approve the necessary budget adjustments. The selected contributor will receive the specified amount of SHU tokens and USDC as per their bid.

Execution

  1. Vote on Snapshot: Shutter DAO 0x36 members will vote to select the preferred contributor and approve the adjusted budget via a Snapshot vote.

    • Only one contributor will be selected to fulfill the RfP.

    • The selection will be done by the Shutter DAO 0x36 members via a Snapshot vote.

    • The selected contributor must adhere to the agreed-upon timelines and milestones for the development of the Keyper Incentive Mechanism and Staking.

  2. Disbursement: The selected contributor will receive the agreed-upon amount of SHU tokens and USDC from the Shutter DAO treasury. The disbursement will follow the timeline, agreed vesting schedules and milestones specified in the original RfP. For the disbursement separate Fractal votes are required.

  3. Contribution: The execution of the contribution will start as soon as possible unless otherwise defined the contributors proposal.

I understand that one of the actor is leaving the choice with two development tiers/roadmap and budget.

However I feel like this reduces the chances of this actor being selected, as it dilutes the votes into two choices.

Ex, If the actor ONE with to choices gets:

  • Choice A: 3 votes
  • Choice B: 5 votes … but actor TWO gets 6 votes, actor TWO gets selected even though potentially actor ONE had more consensus.

I also question the “single choice” nature of the voting but this would be another topic.

The vote to select a technical contributor to implement staking has ended. ShutterDAO 0x36 voted for Blockful to be the technical contributor, with 45% of the votes! Congratulations to Blockful for the great proposal, and we look forward to seeing staking implemented for the DAO!
