- **Payment wallet (Optimism / Ethereum):** 0x6580Df4b0E17850b5Ffbd3d51C503Efb5fbEf1F7

- **Application type:** Round 1 proactive grant

- **Objective:** Objective 2 - Qualify a Private Voting Deployment

- **Contribution area:** Research / technical, with ecosystem and partnership outreach

**2. The Shutter need or opportunity**

**The need.** Deep Funding (Gitcoin, Pond and Seer; Devansh Mehta and Clément Lesaege) runs rounds in which a human jury scores open-source repositories on [deepfundingjury.com](http://deepfundingjury.com). Those scores are not an internal input: they are the resolution source of live conditional prediction markets on Seer (Optimism), traded for weeks by subsidised AI agents while the jury’s scores accumulate. The round that resolved on 9 July 2026 used 33 juror-scored repositories to settle 98 originality markets; Round 3 opened on 22 September 2026 with the same shape, was rebuilt on 1 October after a structural issue, and the Level-2 dependency markets follow later. Today each juror’s assessment is submitted in the clear to a web application and sits there, readable by the operator and by the juror, for the whole trading period. Nothing stops a juror, or anyone the operator shares data with, from trading on scores before the markets resolve.

**Why it is relevant to Shutter now.** Shutter already protects Kleros juror votes through the Shutter API, and Seer’s co-founder also co-founded Kleros, which is the arbitrator for every Deep Funding market. The Deep Funding team is actively redesigning its Round 3 market structure right now (the 1 October rebuild) and is drafting the agent template for Round 3 trading. A sealed-assessment design can be put in front of them while the design is open, with a precedent they already trust.

**Demand signals.**

- Juror scores are the oracle for roughly 100 live markets per round; the Seer treasury paid more than 14,000 sUSDS of trading subsidies for Round 3 on 29 September 2026 (Optimism transfers from 0xcf989b69…26ce), so the integrity of the resolution source has a measurable price.

- On-chain evidence (public, Optimism): at least one wallet operated by a registered juror traded the originality markets of the repositories assigned to that juror, in the direction of the juror’s assessment, during September 2026. I will present this anonymised and reproducible, not as an accusation: the point is that the current design makes it legitimate and invisible.

- The Round 3 markets are thin (about 1,000 sUSDS of seeded liquidity across 196 pools); one informed trader moves a repository’s price by 10 to 30 points. Early knowledge of a score is therefore worth far more than in a deep market.

- On 30 September I raised the structural question about unevaluated repositories in the Deep Funding chat; the organisers replaced the market set the next day. They act on well-evidenced design feedback.

**Who benefits.** Deep Funding (a credible, manipulation-resistant oracle for its markets), Seer (fairer markets, less subsidy leakage), Kleros (consistent juror-privacy story across its arbitrated markets), Shutter DAO 0x36 (a second concrete deployment of the Shutter API for juror privacy, with a paying route), and the traders who fund the rounds.

**Value pathway.** The operator is a named platform with a scheduled next round and an identified integration point (the jury app’s assessment submission). The commercial route is an integration fee or a per-round fee funded from the round’s operating budget, in the same way the round already pays for liquidity seeding and subsidies; the grant quantifies what that fee could be.

**Decision-maker.** Devansh Mehta (Deep Funding / Pond) and Clément Lesaege (Seer), both reachable by me in the Deep Funding Telegram group and by email (Seer operations). The decision to qualify: whether Round 4’s jury application (expected first quarter 2027) submits assessments sealed with the Shutter API and reveals them at the market’s resolution time.

**Problem and evidence.** Data I already hold and will publish: the full Round 2 resolution set (22 juror-resolved originality markets), the Round 2 public juror split, every Round 3 trade on the originality markets with wallet attribution and timing, the liquidity depth of all 196 pools, and the price moves caused by individual deployments. This is enough to quantify, repo by repo, how much a pre-resolution score is worth to a trader.

**Shutter capability.** Shutter API time-lock encryption (the mechanism used for Kleros juror votes): the juror’s assessment is encrypted client-side against a release time equal to the market’s resolution time; keypers release the decryption key at that time; the plaintext is then posted to Reality.eth as today. No new cryptography.

**Next decision and date.** A go/no-go call with the Deep Funding team on adopting sealed assessments for Round 4, scheduled for the week of 14 December 2026, with the decision brief delivered beforehand.

**3. Deliverables and acceptance criteria**

| # | Deliverable | Acceptance criterion |
| --- | --- | --- |
| D1 | Evidence pack: open dataset and notebook quantifying the value of pre-resolution juror scores in Rounds 2 and 3 (price impact per deployment, per-repo mispricing versus resolved scores, anonymised juror-wallet trading pattern) | Public repository; every figure reproducible from Optimism RPC and the Seer API |
| D2 | Threat model and requirements for sealed assessments in the Deep Funding jury application (who sees what and when; interaction with Reality.eth answers and Kleros arbitration; release-time policy per market) | Shared with the Deep Funding and Seer teams; their written comments, if any, incorporated and recorded in this thread |
| D3 | Reference prototype: a minimal open-source flow that encrypts an assessment payload with the Shutter API against a release time, stores the ciphertext, and decrypts after release, runnable end to end | Demo video plus repository; runs on a testnet or the Shutter API test environment |
| D4 | Decision brief for Deep Funding and Seer with integration effort, fee options, a Round 4 pilot plan, and a requested go/no-go call | Brief delivered to the named decision-makers; their response, or non-response after two reminders, recorded in this thread. A “no” or a deferral still satisfies the milestone: the grant pays for the qualification work, not for the operator’s decision |
| D5 | Fee memo for Shutter DAO 0x36: what a per-round or integration fee could look like for this operator and comparable market-resolved juries | Posted in this thread |

**Milestone for the second payment:** D1 and D2 published, D3 running, D4 delivered, D5 posted, by 21 December 2026. **Interim checkpoint:** D1 published by 27 November 2026.

**Timeline:** 9 November to 21 December 2026 (six weeks). Weeks 1-2 evidence pack; weeks 3-4 threat model and prototype; week 5 decision brief and outreach; weeks 6-7 go/no-go call, fee memo, final reporting.

**Out of scope:** changes to the Deep Funding jury application’s production code, new cryptography, and any trading activity on behalf of the DAO.

**Risks and limits.** The operator may decline or defer; the deliverables remain valid as a reusable package for any market-resolved jury (Objective 5 territory), and the milestone does not depend on the operator saying yes. The evidence pack is observational. I am a market participant in these rounds; see disclosures.

**Why this applicant.** I have traded every Deep Funding round on Seer, built the tooling that reconstructs every wallet’s fills from Optimism logs, modelled the Round 2 jury data in detail, and my design feedback has already changed the organisers’ market structure once. I am in direct contact with the decision-makers.

**4. Funding request**

**Amount:** 2,400 USD equivalent (USDC or SHU), 50% on DAO approval and 50% after the milestone review.

| **Item** | **Hours** | **Rate (USD/hr)** | **Cost (USD)** |
| --- | --- | --- | --- |
| Evidence pack: data pipeline, analysis and write-up (D1) | 22 | 40 | 880 |
| Threat model and requirements (D2) | 10 | 40 | 400 |
| Reference prototype and demo (D3) | 16 | 40 | 640 |
| Decision brief, outreach and go/no-go request (D4) | 8 | 40 | 320 |
| Fee memo and final reporting (D5) | 4 | 40 | 160 |
| **Total** | **60** | | **2,400** |

A reduced scope of 1,600 USD (D1, D2, D4 only, no prototype) is acceptable if the DAO prefers.

**5. Prior compensation and disclosures**

- I have received no compensation from Shutter, Shutter DAO 0x36, brainbot or Axia, and have not applied for any other Shutter funding.

- As a Deep Funding participant I received Seer trading subsidies for Rounds 2 and 3 (a 20% grant plus an 80% forgivable loan, used to trade the Deep Funding markets; the Round 2 loan has been repaid). This is disclosed because the proposed work concerns the integrity of markets I trade in. I hold no employment, equity or advisory role with Seer, Pond, Gitcoin, Kleros or Deep Funding.

- I will not trade on any non-public information encountered during this work, and all juror-related evidence will be published anonymised.

- AI-assisted tooling was used in analysis and drafting; all on-chain figures were checked against the chain by hand.

**6. Public discussion**

- Forum post: this topic.

- Questions for the community: (1) Would the DAO prefer the reduced scope without the prototype, given that Kleros already demonstrates the integration? (2) Is there a preferred Shutter API test environment for the D3 demo? (3) Should the fee memo (D5) be generalised to other market-resolved juries, such as grant-allocation markets, so it feeds Objective 5 packaging?

**7. Applicant attestation**

I confirm that the information above is accurate, that prior compensation and conflicts are disclosed, and that any award is subject to the Shutter DAO 0x36 process.

Thank you @SEEDGov, and hi @0xAlex.

Two points that may make this quick to assess from the Kleros side:

1. The mechanism is the one Kleros already runs for juror votes through the Shutter API: encrypt each assessment client-side against a release time (here, the market’s resolution time) and reveal after. The D3 prototype would mirror that pattern rather than invent anything; if there is a preferred Shutter API test environment, I will use it.

2. The same gap exists in the Foresight Grants design: the sealed panel ranking in Phase 2 and the shielded Impact Score vote in Phase 5. The threat model and decision brief (D2, D4) would be written so they apply to both Deep Funding’s jury app and Foresight, and the fee memo (D5) would cover market-resolved juries generally.

One ask: would Kleros be willing to join the late-November go/no-go call alongside Devansh and Clément? A short written reaction here is equally useful.

**Pitch Day follow-up: the full pitch, with audio**

Thanks to SEEDGov and everyone who joined the stream today. The audio of my pre-recorded pitch did not come through on the screen share, so the stream only carried my short live summary. Here is the full four-minute pitch with sound, and the complete text below it so it can be read without the video.

I am happy to answer any question in this thread before the vote.

* * *

**The pitch, in writing**

Deep Funding lets a human jury settle prediction markets. Every round, the jurors’ scores decide about a hundred markets on Seer. This proposal keeps those scores sealed until the markets resolve: shielded jury assessments, built on the Shutter API. Objective 2, 2,400 USD, six weeks.

**1. What change, and for whom?**

The jury scores that settle Deep Funding’s prediction markets should stay sealed until those markets resolve, so that nobody, the operator and the jurors included, can trade on them early. That serves Deep Funding and Seer, whose oracle this is. It serves the traders, and the treasury that subsidises them. And it gives Shutter a second juror-privacy deployment, with a fee attached.

Here is why it matters. Today, juror scores sit in the clear for weeks, while subsidised AI agents trade about a hundred markets that those scores will settle. The pools are thin: about a thousand sUSDS across 196 pools, so one informed trade moves a price by 10 to 30 points. The Seer treasury paid more than 14,000 sUSDS in trading subsidies for this round alone. And in September, a wallet run by a registered juror traded the markets of that juror’s own repositories, in the direction of the juror’s scores. The design allows it, and nobody can see it.

**2. What gets delivered?**

Five outputs, from 9 November to 21 December. The dates follow the revised programme of 16 October; nothing else has changed.

1. An evidence pack that prices, repository by repository, what an early score is worth, reproducible from Optimism and the Seer API, published by 27 November.
2. A threat model for the jury app: who sees what, and when, and how the reveal meets Reality.eth and Kleros.
3. A prototype on the Shutter API test environment that seals an assessment until the market’s resolution time.
4. A decision brief to Devansh Mehta and Clément Lesaege, with a Round 4 pilot plan and a go/no-go call.
5. A fee memo for this DAO.

**3. Why is this a credible path to a Shutter outcome?**

The mechanism already exists: it is the Shutter API time-lock that protects Kleros juror votes today, so there is no new cryptography. The counterpart trusts it: Seer’s co-founder also co-founded Kleros, and Kleros arbitrates every one of these markets. And the decision has an owner and a date: Round 4, early in 2027, designed by people who act on evidence. When a flaw in the Round 3 markets was raised on 30 September, the organisers rebuilt the market set the next day.

**4. What can the DAO check, beyond activity and publication?**

Not the reports. Four things you can check yourselves.

- The decision: a go/no-go call in the week of 14 December, with the operator’s answer and its reason posted in this thread.
- The integration point: the jury app’s maintainers confirming in writing where sealing hooks in, and which release-time policy they accept.
- The prototype, run by you: seal a test assessment, and see that it will not open before its time.
- A price: whether the operator names a fee range, or a budget line.

The strongest signal is a scheduled Round 4 pilot. The weakest acceptable one is a named blocker in writing, which tells Shutter exactly what a second attempt needs.

**Disclosures and the ask**

I have received nothing from Shutter, the DAO, brainbot or Axia, and I hold no role with Seer, Pond, Gitcoin, Kleros or Deep Funding. As a participant I received Seer trading subsidies, and the Round 2 loan is repaid. I will not trade on anything non-public from this work, and the juror evidence stays anonymised.

The ask is 2,400 USD, half on approval and half after the milestone review, or 1,600 USD without the prototype.

Shielded jury assessments for Deep Funding. Sealed until the market resolves.

**For delegates: the proposal in five lines**

- What you are funding: six weeks of qualification work so that Deep Funding’s juror scores, which today sit in the clear while they settle about 100 live prediction markets on Seer each round, are sealed with the Shutter API until each market resolves.
- Why Shutter: it is the same time-lock that already protects Kleros juror votes, deployed for a second juror population, with a fee attached. No new cryptography.
- What you get by 21 December: an evidence pack pricing the leak repository by repository, a threat model, a working prototype on the Shutter API test environment, a decision brief to Deep Funding and Seer with a Round 4 pilot plan, and a fee memo for this DAO.
- What you can check yourselves: the operator’s go/no-go answer with its reason posted here in the week of 14 December, the integration point confirmed in writing, a prototype you can run, and a named fee range or budget line.
- Ask: 2,400 USD, half on approval and half after the milestone review, or 1,600 USD without the prototype.
